With "Windows Vista" Microsoft introduced a lot of changes regardingthe file acces and rights of users and programs. Per default the original BDE is'nt made for Windows 10, 8, 7 and Vista specific environment conditions. This does'nt mean that BDE is'nt a professionel database system.
It provides the BDE interface for other applications under Windows 10, 8, 7 resp. These alias names are only valid for the current user and may be modified even without admin rights. But it is impossbile to open Paradox databases of Version 3,4 and 5 if the full filename foldername and tablename contains more than 70 characters.
In contrast Paradox tables of version 7 support long filenames. It provides the access to well known databases as dBase and Paradox. A lot of well known programs are using the BDE. Normally the user don'nt know that he's using the BDE. But if he try to run the same program unter Windows Vista appears the message " Error initializing the Borland Database Engine".
At this moment it is obvious that not the software is bad but there's no compatible instalation of the BDE for Windows Vista present. I had to uncheck the BDE with a custom install to complete the D4 installation. I used it in my install script and it seemed to work. But I don't know for sure. BDE was apparently already on my Win10 machine from a previous install. Perhaps some of the updates made the old version incompatible?
I tried this on my Win8 machine and it didn't work. It gave several prompts and then an error message. Of course, I don't understand Spanish. Is this version possibly for Win10 only?

If the customer already has a licensed version of the BDE Enterprise v4 are they allowed to get an updated installer? Will this work on Window 10 v4 or the latest version? What is the latest version of the client side of the BDE?
